The
Barton County Commissioners, with the adoption of Resolution
2005-11, determined that, in respect to the Barton County Solid
Waste Landfill, the County reserves the right to turn away all
customers of municipal solid waste, construction/demolition
material and any other potentially airborne solid wastes, when: |
| 1. There is
a sustained wind speed above 25 miles per hour; |
| 2. There
are wind gusts above 30 miles per hour; |
| 3. Before a
forecasted wind of 40 miles per hour or above arrives; or |
| 4. The
National Weather Service issues a “high wind” warning for this
area. |
| When a decision
to close operations to the public is made, the gate will be
closed at the discretion of the Landfill. Customers currently
weighed-in will be allowed to dump, but all others will be
turned away and asked to leave the property. |
| Notifications of
closure will be made immediately to affected customers, those
haulers using the Landfill on a regular basis and the media, by
phone, within 30 minutes of the decision. |
| Landfill staff
will work diligently to cover the open disposal area as well as
possible to keep trash and other debris from becoming airborne.

| Re-openings will
be scheduled when the high winds have ended. In this event,
Landfill hours may be extended up to two hours past regular
closing time, if deemed necessary. Additionally, if the
Landfill remains closed due to winds past the end of the regular
business day, efforts will be made to open the Landfill one-half
hour early the next regular business morning should winds
permit. |
| Operational
decisions at the site shall be made by the Barton County Solid
Waste Manager and, in his or her absence, by Landfill staff in
consultation with the County Administrator \ Counselor. |
